April 9, 2002 Meeting of the Board of Education
John de Beck, Ed Lopez, Ron Ottinger, Sue Braun and Frances O'Neill Zimmerman present.

The Board of Education made the following appointments 5-0, with the effective dates to be determined:

Sandra T.M. Chong, from Associate, McKenna & Cuneo, L.L.P. to Proposition MM Staff Attorney, Facilities Management Department, Office of General Counsel

Sharon Jope, from Resource Teacher to Program Manager, Accountability, Standards, Assessment and Accountability Department, Institute for Learning


Major agenda items included:

The board recognized new partners to the Partnerships in Education program.

The board voted 5-0 for the proposed Agreement for Instructional Autonomy at La Jolla High School. (F.2) Following approval for Instructional Autonomy, the La Jolla Charter petitioners withdrew the petition and Charter for the La Jolla High School Charter School.

The board voted 3-2, Zimmerman and de Beck voting no, for the extension of Superintendent of Public Education Employment Contract. (G4)

The board voted 5-0 for the adoption of the Master Calendar and Related Single-Track Schedule for 2002-2003 School Year. (E.3.b)

The board voted 3-2, Zimmerman and de Beck voting no, for the authorization to request the California Commission on Teacher Credentialing (CCTC) waive Education Code Section 44252(b) and California Code of Regulations, Title 5 Sections 80024.1(a)(1) and 80024.1 for Dam Pham to teach Vietnamese at Kearny High School. (E.3.c)

The board voted 5-0 to approve District Participation in the Federal School Repair and Renovation Program. (E.4.a)

The board voted 4-1, with de Beck voting no, for the Ratification of Agreement, effective October 24, 2001 through July 30, 2002, between the San Diego Unified School District and The University of Maryland to provide consultant services for Logan Elementary. (E.4.b)

The board voted 4-1, with de Beck voting no, for the Ratification of Agreement, effective January 9, 2002 through February 28, 2002, between the San Diego Unified School District and The University of Maryland to provide consultant services for Jackson Elementary. (E.4.c)

The board voted 4-1, with de Beck voting no, for an agreement, effective April 10, 2002 through June 30, 2002, between the San Diego Unified School District and Debra Crouch to provide consultant services for the planning and presentation of training sessions for teachers of Enhanced Kindergarten. (E.4.d)

The board voted 5-0 for the establishment of a School-Within-a-School at Kearny High School as an Academy for Engineering, Architecture and Construction Trades. (E.4.e)

After receiving community input, staff recommended that site Alternative B replace Alternative D as the proposed site for Scripps Ranch Middle School. Following a public hearing to evaluate the property for the school, the board voted 5-0 to amend items E.6.b – E.6.j to reflect site selection B. The board then voted 5-0 to approve items E.6.b – E.6.j.
