The Board of Education made the following appointments 5-0, with effective dates to be determined:

Gwendolyn Kirkland - from Acting Vice Principal, Knox Elementary to Vice Principal, Knox Elementary, Institute for Learning

Dwight McClees - from Acting Program Manager, Del Sol Academy, Learning Center and STARS, to Program Manager, Del Sol Academy, Learning Center and STARS, Institute for Learning

The Board of Education made the following appointment 4-1, with de Beck voting no, and with effective date to be determined:

Pamela Hosmer - from Special Education Resource Teacher to Acting Special Education Manager (Programs for Students with Emotional Disabilities), Institute for Learning

Major agenda items included:

The board voted 5-0 to approve the Second Interim Financial Report as of January 31, 2003. (E.2.b)

The board heard a presentation of the Proposition MM Independent Annual Audit for the fiscal year ended June 30, 2002, as required under the provisions of the voter approved ballet measure. (E.6.a)

The board voted 5-0 for the adoption of the Initial Proposal by the San Diego Unified School District to negotiate the collective negotiations contract with the San Diego Education Association, in accordance with Section 3547.5 of the California Government Code and Section 1029 of the Bylaws of the Board of Education. (E.10.b)

The board held a first reading of the Proposed Charter School Memorandum of Understanding. (F2) The item will be voted on at a later meeting.

The board voted 2-3, with Ottinger, Lopez and Nakamura voting no, for the Lease Agreement Between San Diego Unified School District and Lewis and Clark Community Charter School. The item failed. (G2, de Beck).

The board voted 2-3, with Ottinger, Lopez and Nakamura voting no, for the establishment of a Community Budget Advisory Committee. The item failed. (G6, Zimmerman)

The board voted 5-0 for the Selection of Consultant to the Advisory Committee on the Reapportionment of Trustee Districts. (G.8)
