Due to the current fire conditions, the board held an abbreviated meeting and a number of scheduled items were tabled until the November 18 meeting.

The Board of Education made the following appointments 5-0, with effective dates to be determined:

NUTHALL, Keith - from Senior Project Director, Education Development Center, Newton, Massachusetts, to Program Manager, High School Reform, Office of Instructional Support.

TAKESHITA, Eric - from Substitute Vice Principal, Sandburg Elementary School, to Vice Principal, Sandburg Elementary School, Office of Instructional Support.

TON, Jonathan - from Vice Principal, Taft Middle School, to Principal, Boone Elementary School, Office of Instructional Support.

TURNER, Sherry - from Director, Curriculum/Professional Development, Campbell Union School District, to Principal, Pacific Beach Elementary School, Office of Instructional Support.

Major agenda items included:

The board voted 5-0 for the proposal to Enter Into a Joint Exercise of Powers Agreement with the San Diego County Office of Education to Establish the San Diego City Schools Financing Authority." On April 8, 2003, the Board of Education gave its approval for the district to submit an application to the California Department of Education (CDE) for the Qualified Zone Academy Bonds (QZAB) lottery. The QZAB program allows districts to access interest free financing through the use of private sector tax incentives. Proceeds are used for repair and renovation, equipment, and other qualified education purposes. (E.5.d)

The board voted 5-0 for the Proposal to Enter Into Cooperative Agreement Between the City of San Diego and the San Diego Unified School District for a Joint-Use Facility at the Future Site of the Skyline Hills Branch Library; and Resolution in the Matter of Supporting the City of San Diego's Application for the California Reading and Literacy Improvement and Public Library Construction and Renovation Bond Act of 2000 Grant. (E.5.d)
