The Board of Education made the following appointment 5-0, with effective date to be determined:

Yvette Davis - from Vice Principal, Roosevelt Middle School, to Vice Principal, Bell Junior High, Office of Instructional Support.

Vira Villarreal - from Legal Specialist, Office of the General Counsel, to Legal Specialist, Labor Relations Office, Office of the Chief of Staff.


The Board of Education made the following appointments 4-1, with de Beck voting no and with effective dates to be determined:

Elizabeth Ballard - from Site Based Diagnostic Resource Teacher, Correia Junior High and Dana Middle School, to Special Education Administrator, San Diego High Educational Complex, Office of Instructional Support.

Joy Harris - from Site Based Diagnostic Resource Teacher, Kearny High Educational Complex, to Special Education Administrator, Kearny High Educational Complex, Office of Instructional Support.

Michelle Linarez - from Program Specialist, La Mesa Spring Valley School District, to Special Education Administrator, Crawford High Educational Complex, Office of Instructional Support.


The Board of Education made the following appointments 3-2, with de Beck and Zimmerman voting no, and with effective dates to be determined:

Maureen Quessenberry - from Teacher, San Diego School of Creative and Performing Arts, to Site Science Administrator, Madison High School, Office of Instructional Support.

Pam Thompson - from Teacher, to Literacy Site Administrator, Gompers Secondary School, Office of Instructional Support.

The board voted 5-0 for the Selection of District External Auditor. (E.4.b)

The board voted 5-0 for the Approval of the Fiscal Year 2003-2004 Unaudited Financial Report in Standardized Account Code Structure (SACS) Series Forms pursuant to Education Code Section 42100. (E.4.c)

The board voted 4-1, with de Beck voting no, for the Agreement, effective September 14, 2004 through September 13, 2005, between the San Diego Unified School District and Mary Hopper. (E.10.c.)

The board voted 5-0 for the Proposal to Name the Mason/Hage Area Elementary School Jonas Salk Elementary. (E.11.a)

The board voted 5-0 for the Proposed Amendment to District Policy F-3800 regarding fundraising. (E.11.b)

The board voted 5-0 for the Adoption of the Collective Bargaining Agreement between the District and the San Diego Education Association, as the exclusive representative of the Teachers bargaining unit for the 2003-2004 through 2005-2006 school years, in accordance with Section 3547.5 of the California Government Code and Section 1029 of the Bylaws of the Board of Education.

The SDEA Collective Bargaining Agreement has not been printed since July of 1998. The Collective Bargaining Agreement has been updated and is presented in its final form with clarifying revisions which resulted from changes in district organization, arbitration decisions, and inclusion of signed memoranda of understandings. The Contract Administration Committee has overseen the incorporation of these revisions. Inclusions of these changes do not impact the intent or meaning of the Agreement and have no additional associated cost. (F.2)

The board voted 5-0 for the Adoption of the Memorandum of Understanding between the District and the San Diego Education Association as the exclusive representative of the Teachers bargaining unit on the Impact and effect of the Math Specialist Program Effective July 2004, in accordance with Section 3547.5 of the California Government Code and Section 1029 of the Bylaws of the Board of Education. (F.3)

The board voted 5-0 for the Adoption of the Memorandum of Understanding between the District and the San Diego Education Association as the exclusive representative of the Teachers bargaining unit on the Impact of Evolving Technology on Working Conditions, in accordance with Section 3547.5 of the California Government Code and Section 1029 of the Bylaws of the Board of Education. (F.4)

The board voted 5-0 for the Adoption of the Memorandum of Understanding between the District and the San Diego Education Association as the exclusive representative of the Teachers bargaining unit on the Impact of Implementation of Salary Payments in Twelve Equal Monthly Payments (Reference: Contract, Appendix A Salary Rules, sections 6.01, 7.034(A).), in accordance with Section 3547.5 of the California Government Code and Section 1029 of the Bylaws of the Board of Education. (F.5)

The board voted 5-0 for the Adoption of the Memorandum of Understanding between the District and the San Diego Education Association as the exclusive representative of the Teachers bargaining unit on the Implementation of Article 19.1, 2003-04 Layoff of Probationary Unit Members, in accordance with Section 3547.5 of the California Government Code and Section 1029 of the Bylaws of the Board of Education. (F.6)

The board voted 5-0 for the Adoption of the Memorandum of Understanding between the District and the San Diego Education Association as the exclusive representative of the Teachers bargaining unit on the Peer Coach/Staff Developer Job Description: April 16, 2002, in accordance with Section 3547.5 of the California Government Code and Section 1029 of the Bylaws of the Board of Education. (F7)

The board voted 5-0 for the Appointment to the Advisory Committee on Utilization of Excess School Property. (F.8)
