Each year, the District Calendar Committee meets to develop school year calendars for succeeding school years. The exhibit included here is the recommendation for school year 2007-08 only. This committee will be reconvened during the 2006-07 school year to consider schedules for 2008-09

8.b.11  Approval of the Course of Study, K–12: 2006–2007 Edition for publication. The Course of Study, K–12 is approved annually by the Board of Education to meet the California Education Code requirement that “the governing board of every school district shall prepare and shall keep on file for public inspection, the courses of study prescribed for the schools under its jurisdiction” (Education Code Section 51040). The Board of Education has already approved the curricula and instructional programs contained in this Course of Study, K–12 via recommendations submitted by the Interdivisional Curriculum Committee (ICC). In addition to meeting California Education Code requirements, the Course of Study, K–12, serves as an important single source of information about the district’s educational programs, including elementary school instructional programs, secondary school course descriptions and articulation, and approved instructional materials. Such information is of value to the Board of Education; district teachers, administrators, and counselors; parents and community members; and college/university professors and students of education. Copies of the Course of Study, K–12: 2006–2007 are available in the Board Services Office, Eugene Brucker Education Center, 4100 Normal Street, Room 2153, San Diego, CA 92103.

8.d.31  Disclosure of District Investments and Cash on Hand

This report presents the District’s investments and performance along with the District’s cash on hand for the quarter ending June 30, 2006.

Total cash on hand equals $1,510,112,142.08. Of this amount, $445,822,679.77 is invested in the San Diego County Investment Pool. The balance of the funds is held at various institutions under management of contracted parties. The district’s Chief Financial Officer is a member of the Treasury Oversight Committee, which meets quarterly to review the activities and performance of the pool.

The average annual yield to maturity for the quarter ending June 30, 2006, on the San Diego County Investment Pool was 4.19 percent.

8.d.32  Resolution of the San Diego Unified School District to authorize 2006 General Obligation Refunding Bonds (Proposition MM).

The superintendent recommends that the Board of Education authorize the sale and issuance of a series of refunding bonds in an aggregate principal amount not to exceed $300 million under the Proposition MM financing program. The board has previously authorized seven series of Proposition MM General Obligation Bonds sales totaling $1.5 billion. The most recent authorization, Series G, was approved in July 2005, in the amount of $195 million.

In March of 2005, the board also authorized refunding of outstanding Proposition MM bonds which culminated in the refunding of $500 million at a net present value savings of 3 percent.

The interest rate market has recently turned favorable toward refinancing (refunding) currently outstanding Proposition MM bonds. This has created the potential to realize savings by issuing new, lower interest bonds to replace a portion of the outstanding bonds. Actual results will not be known until bonds are offered for sale in October 2006 or soon thereafter depending on market conditions. Any savings will accrue to the District’s taxpayers through lower tax bills after the year 2010.

It is estimated that interest savings in the range of $8 to $12 million will be realized depending on market conditions at the time of sale in October 2006.
