Overview
Facilities manages the Physical Plant Operations and Facilities Planning and Construction departments of the district as well as the implementation of Proposition MM, the $1.51 billion bond measure that funds modernization of 165 existing schools and construction of 16 new/rebuilt schools.

In support of Proposition MM, Program Management performs the following major functions:

  • Programming, scheduling and budgeting of all Proposition MM projects.
  • Implementation and operation of the program/project control system, including performance measurement and program forecasting.
  • Selection, environmental review and certification of sites for new schools through the Board of Education.
  • Coordination of Proposition MM program with community groups and other public agencies.
  • Support to the Independent Citizens' Oversight Committee (ICOC).

Asset Management includes long range planning, state facilities funding and environmental planning, as well as Real Estate Acquisition and Asset Management of excess school properties. The department's functions include:

Planning

  • Long Range Facilities Master Plan
  • State Facilities Funding
  • Environmental Planning and Management
Contract Management
  • Advertise, award and manage contracts for design, consultant and test labs; construction; demolition for new and expanding school sites; and maintenance and operations work.
Asset Management
  • Property acquisitions (new schools/other/relocation)
  • Developer fees
  • Leases, including excess school property and off-inventory portables
  • Property management of leased sites
  • Permits (Civic Center/Child Care)
  • Joint-use agreements with City of San Diego
  • Easements/Encroachment permits
  • Support for Advisory Committee on Utilization of Excess School Property (ESP)

In support of Proposition MM, Construction Management provides:

  • Construction inspection for bond-funded school construction and major modernization projects.
  • Inspections for fabrication and installation of bond-funded relocatable classrooms and other bond-funded maintenance and construction projects.
  • Control to ensure that bond-funded projects are built according to construction contract documents, and state, federal and local codes.
  • Supervision of prescribed material, soils testing procedures and geotechnical inspections.
  • Maintenance of construction logs, schedules, test results and other records on all bond-funded district projects.
  • Resolution of construction-related warranty issues.
