Core Instructional Improvement Allocation (CIIA)
Overview
The district's reform efforts over the past six years have centered on building a coherent framework for instruction under the direction of strong school site leaders. Over the past six years, the district has selected, provided ongoing training to, and supported principals as instructional leaders of their schools. Under this new site leadership, there has been a strong focus on student achievement and a tireless effort to provide the highest quality teaching to all students in the district. Through the implementation of research-based instructional strategies at all school sites, the district has expanded the capacity of schools and staff through five Core Instructional Improvement areas:
- Improved infrastructure for professional developmentAdditional learning time for studentsStronger instructional leadershipHigher quality curriculum and instructional materials
- Additional support for students and parents
These five core areas provide the framework for a range of specific targeted strategies and supports which lead to improved teaching and learning in the classroom. These include, but are not limited to:
- Onsite peer coaches who provide consultation, coaching and training to their peers and assist them with planningContent administrators who lead and supervise instruction in specific content areas at their siteExtended hour or "block" classes in Math and Literacy for grades 6, 7, 9 and 10Resource teachers who provide assistance, coaching and expertise in areas of early literacy, math and science
- Parent Academic Liaisons (PALs), full-time certificated staff who coordinate and strengthen parent involvement efforts, placed at low- performing elementary schools
The Core Instructional Improvement Allocation (CIIA) was introduced for the 2004-2005 school year to provide principals with more decision-making authority over the funds which support these strategies.
Under the former resource allocation plan, the Blueprint for Student Success, certain "restricted" resourcesthose resources for which terms of the endowment or grant restrict them to specific purposeswere pooled centrally, and then allocated to sites to support centrally-determined instructional strategies.
Today, with the CIIA, budgeting is more site-directed, and eligible sites receive and determine how these restricted funds should be spent, or in other words, which Core Instructional Improvement strategies to employ in their school's instructional program. These restricted funds may include Title I resources that affect a school's entire educational program, and Targeted Instructional Improvement Grant (TIIG) funds that support court-ordered desegregation and voluntary integration, as well as instructional improvement for low achieving pupils.
