Five Area Superintendents Appointed
New Structure to Serve Students, Schools Better

SAN DIEGO - The San Diego City Schools Board of Education Tuesday approved the appointment of five area superintendents.

"We are fortunate to have such a talented, motivated leadership team," said Superintendent of Schools Carl Cohn. "Each of these new empowered leaders will be advocates for their schools and communities. They will make sure that every school has a fully enriched and competitive curriculum that recognizes the importance of the basics along with art, music and physical education.

"They will also make sure that all schools are expanding new partnerships with parents, community, business, and higher education," he said. "And they will see that student and parent transitions - especially in the early years - are as smooth as possible."

Each area in the 210.9-square-mile district will include a group of up to 25 elementary schools and nearby middle schools serving those neighborhoods. Tuesday's appointments complete key staffing of top leadership positions in California's second largest school system.

Named as area superintendents were Carol Barry, Dr. Chelsea Smith, Dr. Richard Cansdale, Vincent Matthews and Dr. Delfino Alemán.
  • Area 1 Superintendent Carol Barry was acting assistant superintendent for San Diego City Schools. She earned an MA in school administration from Azusa Pacific University and has a BA in liberal studies from SDSU. She has served as a principal at several San Diego schools.
  • Area 2 Superintendent Dr. Hye Jung (Chelsea) Kang-Smith was assistant superintendent, San Diego City Schools. Dr. Smith earned her Ed.D from USC, an MS in education from CSU Fullerton and a BS in biology from UC Irvine. She served as a principal in Anaheim Union High School District before coming to San Diego in 2005.
  • Area 3 Superintendent Dr. Rich Cansdale was principal at Cherokee Point Elementary School in San Diego City Schools. Dr. Cansdale earned an Ed.D in educational leadership from United States International University, Ed.S from Point Loma Nazarene University, an MA in the education of exceptional children from San Francisco State University and a BA in elementary education from University of Nevada at Reno.
  • Area 4 Superintendent Vincent Matthews was educator in residence, NewSchools Venture Fund in San Francisco and a 2006 fellow of the Broad Superintendent's Academy. He earned an MA in educational administration and a BA in elementary education from San Francisco State University. He has been an advisor to 35 charter schools serving approximately 9,000 low-income students.
  • Area 5 Superintendent Dr. Delfino Alemán, Jr., was associate superintendent for teaching and learning at Isaac School District in Phoenix, Az. He earned his Ph.D in educational administration from the University of Texas at Austin, an MA in education from Texas Women’s University and a BA in theology from Howard Payne University in Brownwood, Tex. He is proficient in Spanish and served as director of policies, procedures, and public information in San Antonio Independent School District.
In addition to approving the five new area superintendents, the school board appointed Dorothy Harper as associate superintendent, parent, community and student engagement. She was vice president of development, Newton Learning Supplemental Education Services. She will work to establish a comprehensive, consolidated system of support to engage parents, community and students in San Diego City Schools. A graduate in biology from Dillard University, she earned her MA in education from Memphis State University. She served as area superintendent, assistant superintendent and deputy superintendent at Long Beach Unified School District.

In earlier Board actions this spring, two top doctoral candidates from Harvard and UCLA were named to key administrative posts.

Arun Ramanathan, executive director, governmental relations, was a research director for Los Angeles Unified School District. He will serve as the advocate for the district to state legislators on issues and laws affecting the interests of San Diego City Schools. He is an advanced doctoral fellow at Harvard, has a MA in special education and elementary education from Boston College, and a BA in government from Dartmouth.

Dr. Kyo Yamashiro, director of school choice management, is a research and evaluation consultant for Long Beach Unified School District. She will work with the school choice programs including Charter Schools, No Child Left Behind Program Improvement and Enrollment Options - including Magnet Schools and Voluntary Ethnic Enrollment Programs (VEEP). She completed her Ph.D at UCLA in June 2006 and a MA in administration and policy analysis and a BA in English literature from Stanford University.
